The 1867 Birth of Joint District #3 from the townships of Pine Valley and Weston.

 

The discovery of this amazing historic document sheds light on the earliest days of Clark County, Wisconsin.  It details how a log school house was planned and built, giving it's location, dimensions and description.  After its construction, over forty years of operational consideration is recorded and the involvement of many people from that early time is also noted.  This is a project in progress as we'd like to obtain additional information and photos if possible.  We've ordered the original 1867 deed to help us determine exactly where this building was situated and will including that as soon as possible.  If you know where this school was located, can add additional information or are willing to transcribe some of the photographed pages, please let us know!

Order creating joint School District No. (3) three of the towns of Pine Valley, Jan. 12th 1867.

 

Clark County/SS.

 

It is hereby ordered and determined by the Supervisors of the towns of Pine Valley and Weston, in said County that the boundaries of joint District No. one (1) in the town of Weston, and District No. (2) two in the town of Pine Valley, be changed, and the following is hereby made to constitute join District No. three (3) in the town of Pine Valley to take affect and organize on the first day of April 1867.

 

To Wit.

 

All of township 25 North of Range 3 West, Sections 5x6x7 & 8 in town 24 North of range 2 West, and the North half of Section 18 Town 24 North half of 13 & 14 and all of Sections 1x2x11 & 12 of Town 24 North of Range 3 West.

 

Given under our hands this 12th day of January 1867.

The first meeting of Joint School District No. 3 in the Towns of Pine Valley and Weston met at one o’clock pursuant to notice as served by the Supervisors of said Towns.

Meeting opened by appointing M. M. Tousley chairman for the day.

 

C.A. Ackerman gave the names of the qualified Electors on whom the notice was served by himself. To wit

It was motioned and carried to raise three hundred dollars to build a School House and buy a stove and school site.

It was motioned and carried to raise by tax two hundred dollars for teachers wages.

It was motioned and carried to raise fifty dollars for incidental expenses.

It was motioned and carried that the board procure one acre of land on the NW corner of the Rattal Farm for school site.

It was motioned and carried to build a log school house 20 x 24 and honed down in the inside. Joseph Carter takes the job of delivering 15 cords of wood convenient to the school house for the sum of $1.75 per cord.

Motioned and carried to adjourn to the third day of June next at 4 o’clock p.m.

 

Copy of Treasurers Bond

 

Know all men by these present that we Francis Frank Treasurer of Joint School District No. 3 in the Towns of Pine Valley and Weston, and Charles Hetchel his surety are held and firmly bound unto said School District in the sum of nine hundred dollars to be paid to the said School District for the payment of which, well and truly to be made, we bind ourselves our heirs executors, and administrators and assigns jointly and severely, firmly by these present. Sealed with our seals and dated this 24th day of May 1867

The condition of the above obligation is such. Francis Frank Treasurer as aforesaid, shall faithfully discharge the dating of Office as Treasurer of said School District and shall well and truly pay over to the person or persons entitled thereto upon the proper order therefore all sums of money which shall come into his hands so treasurer of said District, and shall at the

expiration of his term of office pay over to his successor in office all moneys remaining in his hands as treasurer aforesaid, and shall deliver all books and papers appertaining to his office, then this obligation shall be void, otherwise of full force and virtue.

Joint School District No. 3 met pursuant to adjournment June 3 1867 and adjourned for the want of a general attendance to June 10th 1867 at four o’clock P.M. at the house of M.M. Tousley

Joint District No. 3 met pursuant to adjournment June 10th at 4 o’clock P.M., M.M. Tousley elected Chairman. Minutes of adjourned meeting of June 3rd were read and adopted by the meeting. It was voted that there be an additional tax of seventy-five dollars raised for buying stove and paying for school site over tax voted at the first district meeting. On motion meeting adjourned sive die (previous two words are a guess, due to questionable penmanship)

The first annual meeting of joint School District No. 3 in the towns of Pine Valley and Weston met pursuant to notices posted by the Clerk, on the last Monday being the 30th day of September 1867.

School Director acted as Chairman. C.A. Ackerman was elected Clerk of the District.

An additional tax of one hundred dollars was voted over tax voted at the first district meeting for teacher’s wages.

A tax of ten dollars was voted to pay for extra work done on the School House.

Motioned and carried that the meeting adjourn.

A Contract between Joint School District No. 3 in Town of Weston and Pine Valley and M.M. Tousley of the Town of Weston witneseth that the said Tousley agrees to build a school houses for said District of logs 20 x 24 feet and 9 feet high with (?)8-12 lighted windows 8 x 10 glass, lower floor jointed and lined, and laid rough, and upper floor rough and bated(sp?). 2 tiers of seats and one tier of desks on 3 sides, and a good shingled roof and the logs to be hewed down in the inside, and the said Tousley further agrees to finish and complete the same in good order by the first of September AD 1867

In consideration of the above obligation of said Tousley, Joint School District No. 3 aforesaid agrees to pay to M.M. Tousley for building the same, the sum of two hundred and seventy-five dollars out of the fund appropriated to that purpose as soon as it can be collected from the taxable property of said School District, and said School District further agrees to furnish the site on the N.W. corner of the place known as the Rattal farm. Said School District is to clear off the ground on which the house is to be built.

The foregoing Contract was canceled by the acceptance of the building by the District.

Copy of Contract between District and Alice M. Mason.

It is hereby agreed between joint School District No. 3 of the Towns of Pine Valley and Weston, and Alice M Mason, a qualified teacher of the Town of Weston, that the said Alice M. Mason is to teach the common school of said district for the term of 8 months, for the sum of eighteen dollars per month and board, commencing on the 28th day of October, 1867, and for such services properly rendered, the said district is to pay to the said Alice M. Mason, the amount that may be due, according to this contract, on or before the first day of March 1867.

Know all men of these presents that we, Francis Frank, Treasurer of joint School District No. Three(3), of the town of Pine Valley and Weston, and David H. Robinson, his surety, are held and firmly bound unto said School District in the sum of Twelve hundred dollars, to be paid to said School District, for the payment of which, well and truly to be made, we bind ourselves, our heirs, executors, and administrators, jointly and severely, firmly by these presents, sealed with our seals and dated this 8th day of April A.D., 1868.

The condition of the above obligations is such, that if the said Francis Frank, Treasurer of aforesaid, shall faithfully discharge the duties of his office as Treasurer of said School District, and shall well and truly pay over to the person or persons entitled thereto, upon the proper order therefore all sums of money which shall come into his hands as treasurer of said district and shall, at the expiration of his term of office pay over to his successor in office all moneys remaining in his  hands as treasurer aforesaid and shall deliver to his successor all books and papers appertaining to his said office then his office shall be void, otherwise of full force and virtue.

It is hereby agreed between joint School District No. 3 of the towns of Pine Valley and Weston and Ruth Payne, a qualified teacher of the town of Pine Valley, that the said Ruth Payne is to teach the common school of said district for the term of two months for the sum of eighteen dollars per month and board, commencing on 18th day of May 1868, and for such services properly rendered, the said district is to pay to the said Ruth Payne, the amount that my be one according to this contract on or before the first day of August 1868.

Proceedings of the Annual School Meeting of Joint District No. 3 of the town of Pine Valley held Sept 28th 1868.

Meeting called to order by Theo D Condit, who acted as Chairman of the meeting.

Proceedings of last annual meeting read, after which of allowed the election of officers.

On ballot A M Howard was duly elected treasurer for the ensuing term of three years.

Report of Francis Frank, District Treasurer, presented and read as follows. Total amount received during the year $40.00

The job for furnishing 20 cords of wood was let to CW Simpsons for the sum of twenty-five dollars.

Job of painting inside of school house let to M Tousley, to be painted with lime mortar, for the sum of eight dollars.

C A Ackerman bids the job of mending up school house outside for four dollars.

M M Tousley bids to log off school site for three dollars.

M M Tousley furnishes black board with good substantial hangings for three dollars

On ballot, Wallace Butler was duly elected Director for the ensuing term of three years.

Report of August M Howard, Treasurer of district was presented and read as follows,

Proceedings of joint School District No. 3 at the annual meeting held in the school house in said district in the Town of Pine Valley September 26th 1870.

Meeting was called to order by the Director who acted as chairman of the meeting.

Proceedings of the last annual meeting were read and adopted.

Report of A M Howard Treasurer of district was presented and read as follows.

A M Howard to joint school district No. 3 Dr.

To District School money received from all sources: $469.79

A M Howard, District Treasurer Cr.

By cash, paid out by order of district board: $860.43

Balance on hand: $119.38

Amount due on tax sale certificates in the hands of John  A Dore: $365.08

Total amount: $484.81

C A Ackerman was elected Clerk by ballot for the ensuing term of three years.

Motion was carried to have seven months school the ensuing year, three months winter, and four months summer.

Motion carried to have 15 cords of hard wood delivered and corded convenient to the school house.

Job of cutting and delivering the wood was let to EJ Metcalf at seventy-eight cents per cord, to be delivered on or before the first day of February 1871. The wood is to be 30 inches in length.

Motion was made and carried to clear off the school site and seed it with timothy and drag it thoroughly in. The job was let to T D Condit for the sum of eight dollars. Said job is to be done by the first day of November 1870.

Know all men by these present, that we, August Howard as principal, and Andrew Peterson and George Lloyd(??) as sureties, all of the Town of Pine Valley in the County of Clark and state of Wisconsin are held and firmly bound unto the people of joint school district No Three (3) of the Towns of Pine Valley and Weston in said County and to the District board of said joint school district No. three (3) and their successors in office in the penal sum of one thousand dollars, to be paid to the said board of directors or their successors in office. For which payment well and truly to be made so bind ourselves, our heirs, executors, and administrators jointly and severally firmly by these present sealed with our seals and dated this 6th day of October AD 1874.

Whereas the above founder, August Howard, was elected to the office of Treasurer of joint school district No. Three (3) of the Towns of Pine Valley and Weston aforesaid on the 28th day of September AD 1874. Now the condition of this obligation is such that if the said August Howard shall faithfully discharge the duties of his said office as school district treasurer as aforesaid and faithfully and truly account for and pay over according to law all moneys which shall come into his hands as such treasurer then this obligation shall be void otherwise of full force and effect.

By vote, it was resolved to raise four hundred ($400.00) dollars for building and one hundred and fifty dollars as a sinking fund to pay loan from the state.
